 | If you teach in a public secondary school, you must
have a Certification Rating Statement issued by the
Provincial
OSSTF Certification Department. This is also reinforced in our
collective agreement:
 | Article 8.1.1: Teachers shall be placed, for salary
purposes, in the appropriate categories as certified by the OSSTF. |

 | "It is the responsibility of the individual member to apply in writing
for
initial Certification Rating Statement and for an
updated Certification Rating Statement after the Member has obtained
additional qualifications." (CERT Reg. 5.1 of the OSSTF
Constitution) |
 | Certification Rating Statements are documents used in OSSTF/school
board collective agreements for salary placement. Your Certification
Rating Statement will indicate whether you are in Group 1, 2, 3, or 4,
Group 4 being the highest group. Without a Certification Rating
Statement, the school board will pay a teacher at the lowest salary
category. This is the case in our collective agreement also:
 | Article 8.1.4: A Teacher who has neither an OSSTF
Certification Rating Statement nor a Letter of Evaluation issued by
the OSSTF Certification Department shall be placed in Category 1
until such time as the necessary documentation is provided to the
Human Resource Services Department. |

 | When you submit an application, you will receive an "Acknowledgement
of Application" letter confirming the date your application was
received. If additional documents are required, you will receive a
separate letter requesting those specific documents. Either way, you
will have received confirmation of your applications. Calls to the
Certification Department regarding your application and its status
only delays the process. Your correspondence will be dealt with in
chronological order according to the date received. If you have not
received either the "Acknowledgement of Application" letter or a
letter noting what is missing within three weeks of submission, you
should contact the Certification Office. |
 | The
OSSTF
Certification Department evaluates teacher academic and
professional records according to the Regulations of the OSSTF
Certification Plan and then issues Certification Rating Statements. |
 | The OSSTF's Certification Charts are significantly different from
the QECO charts and so even if you already have a QECO Certification
Rating Statement, you will need to apply for one from the OSSTF. |
 | Beginning Teachers who applied for and received a
Letter of Appraisal need to apply to have it changed to a
Certification Rating Statement once they become an OSSTF member by
being hired as a Teacher or Occasional Teacher by a public secondary
school board. Beginning Teachers who did not apply for or receive a
Letter of Appraisal will need to apply for an
Initial Certification Rating Statement. |
 | When you receive your Certification Rating Statement, the
accompanying letter will give you information on how to proceed to the
next highest Group. |
 | Prior to taking a course for upgrading to a higher Group, you must
submit an
application form for course approval to the Certification
Department to determine the acceptability of the course. This is
important because not just any course may be acceptable. It is better
to get accurate information about the acceptability of the course you
are thinking of taking before you spend the money. |
 | The
Certification
website provides general information about the OSSTF’s
Certification Services to assist teachers with the application process
for obtaining a Certification Rating Statement or for upgrading to a
higher group. It is important to note, however, that only the
Certification Department can give authoritative advice on the
certification process. |
 | The information on the Certification website will be updated as
necessary to indicate
significant changes or additions to the Certification
Regulations; these will also be advertised in
Update. |
 | "It is the responsibility of the individual Member to be
cognizant of the
latest changes in Certification Regulations and to
submit to the Certification Department requests for a
re-examination
of their academic record based on announced changes" (CERT Reg.
5.2 of the OSSTF Constitution). |
