Overview of the Staffing Process

 

Principals will receive their school's allocation by noon on April 18, 2006; this should then be reviewed with the In-School Staffing Committee .

Article 30.3 (b) and Articles 30.4 (a) and (b) describe the role of the In-School Staffing Committees in assisting in the staffing of the school. The process is summarized in here. Also refer to the handouts entitled Declaring Vacancy/Surplus, and Qualifications for Teachers for more detail on parts of this process.

Staffing the school involves determining how many staff are required and assigning timetables to those people for the coming year (see Next Steps #2 below).

Procedure:

1. Review the allocation to the school as received from the Operations Services department.

 

2. a) Determine the total FTE staff currently in the school, taking into account people going on and returning from leaves, resignations, retirements, and changes in part time assignments. Do not include Long-term Occasional Teachers.
b) If the number created in part (a) exceeds the allocation, a declaration of surplus will be necessary. See the handout entitled "Determining Vacancy/Surplus." If the number created in part (a) is less than the allocation, a declaration of vacancy will be necessary. You may also need to consult "Qualifications for Teachers" if there are situations where program needs are to be considered.

 

3. The Principal will use this information to prepare the "Declaration of Surplus Staff and Vacant Positions" form and submit it to the Board by April 27 at 3:00pm.

 

Next Steps
1. a) Using the allocation to the school, multiply by 6 to determine the number of lines allocated to each area.
b) Add/remove sections from the school timetable to match the allocation. Factors to consider are program needs, class size as determined by contract, and timetabling, among others.

 

2. The school administration is responsible for actually creating teacher timetables, preferably in consultation with Department Heads (Article 30.5). It is not the role of the In-School Staffing Committee or Department Heads to gather information related to the process or to actually create timetables. The Committee is simply there to monitor the process.  Later in the Staffing Process, the In-School Staffing Committee will review the timetables of the teachers to ensure that they are appropriate.
