The tory government passed legislation in 2001 which mandated how Teachers Performance Appraisals are to be done. (Note: The tory Re-certification scheme, the "Professional Learning Program" (PLP), purported to support teachers' professional development but was actually only a means to keep teachers in a perpetual state of probation. Fortunately, on December 16, 2004, Bill 82, the "PLP Cancellation Act" became law and it now no longer exists.) Another issue about which the OSSTF is very concerned is High-Stakes Student Testing, including the Grade 10 Ontario Secondary School Literacy Test. In 1996, the provincial government slashed funding to Adult Continuing Education by more than 70% and since then, enrolment in these credit programs is now at only 10% of pre-1996 levels. This is of serious concern to the OSSTF.
