"Mr. James Hay was the man who built the first water works in Woodstock. It was built on Main Street, ... . M. Hay created the water works because he needed it for his furniture factory. He offered to sell some service to the City. Due to this beginning, the City was able to start their own Water Commission in 1885. The first water came from Cedar Creek but that creek did not supply enough for the city, so the City looked for more water. They bought springs from M. Harton of East Oxford in 1890. They also bought the Sweaburg Road springs."

James Hay jr. built the first water-works (pumping station) at the SW corner of Main and Mill Street. He built it in 1880 to protect his nearby lumber mill and factory from fire. His factory, on Main Street just W of Cedar Creek, made wicker furniture.
