Why families on social assistance WON'T get it.

    
If you are a part of a family with children struggling to survive on Social Assistance you would imagine that the Federal government's National Child Benefit supplement, which is supposed to help alleviate child poverty, would be directed to your family to help you meet the needs of your children because the children of families on social assistance are among the most poor in this country.  Sorry.  This benefit is not for you! It is only for poor families who have a job.

Our provincial government and Federal Government have decided that if you are on social assistance then you are not to have this supplement.  If you receive income assistance in Ontario, the provincial government reduces your cheque at the beginning of the month by the same amount as the Child benefit supplement that you will receive later that month.  They will treat your child's benefit as "unearned income charge".  The Province has reduced the welfare and disability cheques of families with children!

What is the government going to do with the money that it is taking away from children whose parents are on social assistance?  Good question.  The province keeps 80% of this money for their own use and gives the remaining 20% to municipalities to spend on approved programs and services which are intended to:
  1. Help to prevent and reduce the depth of child poverty, and,
  2. Promote employment for families.
    
     The City of London has been given millions of dollars, stolen away from welfare families. While it would have made much more sense to give families the money to buy the food to adequately feed their kids than to start more school breakfast programs, this has not been done.
     Due to local pressure, the City of London made the decision to give back the money to the families it was taken from via the National Child Benefit Emergency Fund.  This fund is administered through the Memorial Boys and Girls Club.  To find out if you qualify for assistance from this fund, call 434-9117
    
If you haven't been receiving the child tax benefit and your children are not registered with Revenue Canada, then you will have to apply for the benefit.  You have three months to do so before it will be deducted as deemed income from your OW or ODSP benefits.  If more than 11 months have passed that you were eligible to receive benefits, you can apply for an extension if the reason for not applying for the benefit was beyond your control.  Contact LIFE*SPIN if you have any worries or problems with applying. You may have a good reason not to have claimed the benefit in the past.
